No, someone obviously broke the law. And it was not the Victim. However the one who created the victim will ultimately meet his own karma. The victim is as you said, a Victim. On the other hand, if the victim has a history of doing violence himself, then that is a different story. Karma did its Job.
Technically, everyone on earth has broken the law. Simply taking part of the corrupted system that steals from thy neighbors. (You are what you take part of.) But I will leave it at that.
Examine your life, and ask yourself, have you broken any laws of morality?

It looked like he was playing music off of his phone in which case it would have been difficult for the recording camera to pick up over all the other ambient noise from that distance. To the group praying though it would have certainly been distracting and rude.
