No it isn't when it is stored on a hard drive in a manner certified by NSA.
When it is scrubbed on the unclassified server in your house that holds classified information,,, that is a whole different story.
As of my retirement 4 years ago, the FBI physically destroyed all hard drives with classified information. There was no scrubbing... they degauss them and then physically punch holes though the physical disc itself. Solid State drives weren't very common so I can't tell you the exact procedure for those

Yes... It's become impossible to keep up with all of it, but I remember a few years ago when one associate or another asked (and then wrote about it) why all the intricate list keeping. The reply had been a simple one word, "Revenge!"
If things weren't such a mess, the whole "misplaced" emails thing would be laughable, but they are and it's not...
