In Turkey the captain will probably be beheaded for not ramming the Russian ship.. The smaller vessel has to yield to the larger ship and since the Turkish boat was coming at the Russian frigates starboard side they were probably testing the Russian response trying to see if they could get close enough for a RPG shot in the future.
