No. It isn't accurate at all.
Not if there isn't enough atmospheric pressure to prevent it from sublimating.
But water has a surface and if the water was the right distance from the sun it would not be gas it would be water or ice..
Not when the Earth formed it wasn't.
And all the water that belongs to earth is very deep...
