May I ask what is the purpose of government anyway? Thought it was supposed to be, by the people, for the people. If it's not actually helping the people in any way what so ever? What exactly is it supposed to do?

A company pays income taxes on profits not revenues. When they don't make a profit for the year they don't pay taxes.
general motors lost millions before their bailout and likely didn't pay taxes for those years.

Plea Bargains are merely a matter of convenience. The courts are overloaded because there's too many criminals being found, and there's no time or to try them all so they give them plea bargains. That way you get 100x the convictions in 20% of the time.
