Intelligence was classified as TOP SECRET - SPECIAL COMPARTMENT ED INTELLIGENCE which is about as high as you can get

Confused...They "met the standard of Top Secret/SCI" or were classified as the same?
Determining that given information SHOULD BE classified as such and having that information carrying the classification are two different things.
