It seemed to me they were saying that he was free to look at something that she had near her or on the computer. He walked around with his camera to document whatever she was referring too. My guess he touched her shoulder when he leaned down with the camera. Clearly non-threatening.
They all had their badges and IDs obscured so he couldn't identify them. She said something about showing hers, he walked around and held his camera in front of it and then sat back down.
