It depends. All aircraft, including military are changing to a self broadcasting transponder, called ADS-B. It broadcasts to other planes equipped with it as well as ATC, and doesn't require a signal to send the data. That is how these websites track them. All new aircraft and most commercial aircraft already have them.
Some military planes have already changed, and you can see them. They're usually changing as they go through depot level maintenance. Being military they also have the ability to turn the broadcast off. So if they have the new transponder, and if they're broadcasting you'll see them. Otherwise, no.

How can their family confirm that they're dead though? They can confirm that they were on the plane... aside from that, no one can confirm anything until the flight recorder and/or bodies are found.
