Fallout would cause the least amount of casualties and the state would be the easiest to turn into an 'Exclusion Zone'.

The only reason Terror is effective against America is because there is a fracture in the political process and a difference between the real elected government and the military industrial complex lead by the navy which is causing so much trouble.

Look at 9/11,no one has hit back at the Insurance scam we all witnessed,likely the secondary catalyst of the attack.

#1, destroy evidence contained in one of the Towers or adjacent buildings which could hurt someone or some group in a big way.

#2, collect Insurance money from buildings.-- make money off of shoddy undercut building processes which have not yet been uncovered,collect insurance before the disclosure,the owners AND insurance companies knew the Towers were underbuilt intentionally to save money,if anyone found out insurance would not cover the entire pair of buildings,so before anyone found out a fraud was comitted which ACTIVATED THE INSURANCE POLICYS ON THE TOWERS.Much the same as the Lucetania and Titanic were switched in dock and a fraud was committed by cosmeticlly changing the names on the ships and a few details and then running the ALREADY DAMAGED AND NEARLY un-insurable Lucetainia into an iceburg on purpose.Research it,it is likely the same group involved in 9/11 the same M.O was used.

Decade? I say within the next 5 years depending on how the events in the ME unfold. Al Qaeda was a terrorist organization but ISIL is an army. ISIL is also very good at marketing themselves. Right now in this country we are seeing more immigration and less jobs. To me this means that this or the next organization will have a ready supply of recruits that will be better funded and more organized than those who've come before.

In my opinion, the next attack will be more than just one huge attack on a certain day but will be smaller, multiple attacks carried out over weeks, months, years. I say the war shall be brought closer to home.

Long term damage from possible fallout: you pick an area that is up wind of large populated areas, but this will also depend upon the yeld of the weapon too, and while there are prevailing winds, they can and do shift on you depending upon what the weather is doing.

Damage to moral, US leadership: DC is the obvious choice.

Military damage: again NOB in Norfolk or Jacksonville.

There are logical reasons for the attacks to take place in 2016 and/or 2017 when the economy starts to plunge. 2016, if done close to the 2016 elections, they could attempt to use martial law and the one thing many have feared is Obama stays in power. 2017 if they are playing the political game properly.
