Please save your hate for religious groups. The U.N. and the Vatican have a lot in common. I don't trust either organization and you shouldn't either.

The Vatican is its own state and government. The Vatican Police is run by the Vatican Government and state.

The Police don't make laws, they enforce them. It is the Vatican state/government that make the laws. If the Vatican State don't have laws against child abuse. Child abuse is not against the Law of the Vatican State.

But those laws are only valid inside the boundaries of the Vatican City. They don't pertain to all priests worldwide like a pedophile version of diplomatic immunity. All priests are subject to the laws of the nation they practice in.
