As John Hutchison is a part of this thread I give you this interesting glimpse into the man behind the Hutchison effect , it's a Technical interview with John Hutchison in his lab talking to aerospace engineer Gary Stephenson .
I have no idea when this was filmed but it was filmed at his lab in New Westminster, BC .
At 30.00 on the video he shows a plan of what's described as a plasma weapon .

The following is reportedly a Bigelow Aerospace Study. Sounds more like a NIDS report--and it does reference the ranch, but maybe it was BA report. Same-same really.

I was looking for some links I had to the Navy creating plasma balls in the atmosphere when I came across this one that I had saved without reading much of it at the time.

More on the military's research into creating 'balls of light" later. Here's the Bigelow/Nids report for what it's worth:


A pulsating spherical ball of light. The light appears bluish to a yellow green glow. The light it casts is not extremely bright but will cast light on objects immediately surrounding the orb.

Typically there is more than 1 orbs gathered. They have the ability to hover and make no noise. There appears to be no physical shape supporting these orbs. A characteristic feature is that they will pulsate their light intensity for a matter of seconds growing extremely bright, and then fading away to nothing as if the object simply vanished.

Apparently these have been witnessed during the day but are more visible at night. Have been seen transforming into other animal shapes and is suspected of having the ability to transmorph into the shape of local living animals. Can affect other electricalobjects and knocked out the power to the ranch house. Shift between a visible and invisible state as they pulsate on and off.

These are intelligent and purposeful like in nature. I suspect they are some sort of transportation vehicles for another intelligence or the drones for this intelligence. They have a role of observing. They are unique in that they appear almost curious about any humans they come across. They seem to easily detect your presence, and may be influenced by meditative thoughts/requests.

I believe their function is to observe, report, and to transport either consciousness, or actual entities within them, as if some form of vessel. This is the most interactive of all the anomalies on the ranch and will pursue and entertain its viewers.

The flash drones (A pulsating spherical ball of light) tend to take on a more interactive role if the observer is alone. The sensation of being hit by one is described as being hit by a high
velocity warm water balloon. The after effects of which immediately evaporate away.

Although speculative, the light may only travel in a light-off configuration. When the light is visible, the object appears stationary, however it disappears, only to reappear in a different location. This postulates that the light may possibly be "phasing" in and out from one location to the next.

Artificial or biological like intelligence. Potentially an animal like intelligence. The light radiated is seen in a 180 degree manner and does not cast light behind.

John Hutchison used to live a few towns over from me and one of my friends and his dad went to visit him with Tim Ventura of AmericanAntigravity.com to videotape and interview him. Back then he was quite quiet and humble. As John Alexander pointed out, he does have a history of drug use (methadone). I suspect that he is a misguided technoshaman as well, one of the many who gravitate towards esoteric and technological mysteries, but who has probably never gone through a thorough and successful spiritual rite of passage. Madness and personal tragedy are some of the consequences of what is sometimes called "the refusal of the call" in regards to shamanism. I would say clearly he is on the right track though, since he has in recent times been using his technological know-how to try to clean up the BP oil spill. I should also point out that since he has been on the radar of people like John Alexander, and since it can be a slippery and dangerous slope, he may be using insanity as a ruse to protect himself. It's becoming more apparent that many serious folk take him seriously. He has some interesting longtime friendships as well.

That he might be in danger by folk around him or used for their own agendas is probably spot on. It's come to my attention that one person who has cozied up to him has kind of taken control and seems to steer him towards conflict.

He does present something of an enigma, and seems rather hard to classify. Probably some interesting older threads here on him, but it might be time for someone to do a new one combining the techno with the shamanistic angle rather than straight "anti-gravity."

If someone does start a new Hutchison thread, lemme know 'cause I wanna play, too!

This is a rather interesting document and refers to several topics and people mentioned within the past few pages, so I think it rather serendipitous that I should have come across it at this juncture.

There is a lot here and, while this paper could probably support a thread on it's own, this thread seems a perfect fit.

While I will quote extensively, there is even more to be had by perusing the entire text and many further avenues of research are possible by following the referenced works of others.

Here goes:


The background to the development of anti-personnel electromagnetic weapons can be traced by to the early-middle 1940's and possibly earlier.

...

Studies demonstrated that, for example, automobile engines could be stopped by tuned waves as early as 1943. ... Research on living organisms (mice and ground hogs) revealed that waves from 2 meters to 60 centimeters in length caused hemorrhage of lungs, whereas waves shorter than two meters destroyed brain cells. 

However, experiments in behavior modification and mind manipulation have a much more grisly past. Nazi doctors at the Dachau concentration camp conducted involuntary experiments with hypnosis and narco-hypnosis, using the drug mescaline on inmates. Additional research was conducted at Aushwitz, using a range of chemicals including various barbiturates and morphine derivatives. Many of these experiments proved fatal.


For the better part of a century, scientists and researchers have been trying to use EMFs to affect people in various ways. This has gone on in every place that technology has arisen.

The US is famous for taking Nazi research teams and picking right up where they left off:


Primarily focusing on narco-hypnosis, these extensive covert programs bore the project titles MKULTRA, MKDELTA, MKNAOMI, MKSEARCH (MK being understood to stand for Mind Kontrol), BLUEBIRD, ARTICHOKE and CHATTER. The principal aim of these and associated programs was the development of a reliable "programmable" assassin. Secondary aims were the development of a method of citizen control.

What about American scientists?



Particularly relevant was Dr. Jose Delgado's secret work directed towards the creation of a "psycho-civilized" society by use of a "stimoceiver."

Additional studies, conducted by Dr. Ewen Cameron and funded by the CIA, were directed towards erasing memory and imposing new personalities on unwilling patients. Cameron discovered that electroshock treatment caused amnesia.

Also of interest is Dr. John C. Lilly (10), who was asked by the Director of the National Institute of Mental Health to brief the CIA, FBI, NSA and military intelligence services on his work using electrodes to stimulate, directly, the pleasure and pain centers of the brain. ... Scientist Eldon Byrd, who worked for the Naval Surface Weapons Office, was commissioned in 1981 to develop electromagnetic devices for purposes including riot control, clandestine operations and hostage removal.

This project appears to have been quite extensive and included (under U.S. Navy funding) studies demonstrating how to induce heart seizures, create leaks in the blood/brain barrier and production of auditory hallucinations. Despite attempts to render the Pandora program invisible to scrutiny, FOIA filings revealed memoranda of Richard Cesaro, Director of DARPA, which confirmed that the program's initial goal was to "discover whether a carefully controlled microwave signal could control the mind." Cesaro urged that these studies be made "for potential weapons applications."

So what happens when people find out about this?


Following immense public outcry, Congress forbade further research and demanded that these projects be terminated across the board. But as former CIA agent Victor Marchetti later revealed, the programs merely became more covert with a high element of "deniability" built in to them, and that CIA claims to the contrary are a cover story.


No surprise here, is there?


An obscure District of Columbia corporation called Mankind Research Unlimited (MRU) and its wholly owned subsidiary, Systems Consultants Inc. (SCI), operated a number of classified intelligence, government and Pentagon contracts, specializing in, amongst other things: "problem solving in the areas of intelligence electronic warfare, sensor technology and applications." (14)

Employing some old OSS, CIA and military intelligence officers, the company also engages the services of prominent physicians and psychologists including E. Stanton Maxey, Stanley R. Dean Berthold Eric Schwarz plus many more. MRU lists in its Company Capabilities "brain and mind control."


It's such a big business, that there are government contractors doing R & D in the field.

What about the relevance to recent topics of discussion?


Known as "remote viewers," GRILL-FLAME personnel possessed a marked psychic ability that was put to use "penetrating" designated targets and gathering important intelligence on significant figures. The program operated with two teams: one working out of the top secret NSA facility at Fort George Meade in Maryland, and the other at SRI. Results are said to have been exemplary.

Following the Oliver North debacle, the Secretary of Defense officially terminated GRILL-FLAME, fearing bad publicity if the program were to become known to the public. The leading members of the project -- including Dames -- immediately relocated to the privately owned and newly formed Psi-Tech, and continue their work to this day, operating under government contract. ... During NBC's "The Other Side" program, Dames stated that "The U.S. Government has an electronic device which could implant thoughts in people." He refused to comment further.

Just like before, when found out, the government halts it's operations only to have the same exact operators form heir own private company and continue along with the same work as before, only now removed by a layer of plausible deniability.

In connection with "enhancing abilities of friendly forces" see numerous articles and expose's on Col. John B. Alexander. Alexander, a former Commander of Green Berets special forces was a member of the U.S. "Phoenix" assassination program in Vietnam. Until recently he was Director of non-lethal programs at Los Alamos National Laboratory, but has since resigned following, it is believed, an undue amount of negative press. He remains NATO's adviser on NLD. Alexander wrote a book an article (and later co-authored a book entitled The Warrior's Edge) published in Military Review in which he outlined a number of hitherto "fringe" subjects -- including telepathy -- that should be brought in to the battery of future weapons. Alexander is dedicated to the development of a super-human soldier with enhanced abilities leading to an "invincible warrior." In his book he likens such a soldier to be a JEDI KNIGHT, from the film Star Wars (Project Jedi). He has powerful sponsors, including Vice President Al Gore. One of the otherworlder technology's that I'm talking about --- based on my assumption --- is the creation of magnetically controlled shield's that can contain a fusion generated plasma ball that can illuminate entire mountain valleys or cities, just by having the fusion ball being suspended in our atmosphere; in these various location's during the nighttime.

Yes...the otherworlders are flaunting the Holy Grail [controlled fusion plasma shielded vehicles] in front of our faces --- with my assumption --- that the display of their magnificent plasma shielded starships, is a major form of visual communication, that might persuade our fellow Earthlings, that such a technology might be achievable if we forever endeavor to persevere in the technology of controlled fusion power.

Weird, I got to spend a little time with a fellow who was on the board and participated in the research projects of Mankind Research Unlimited just a couple of months ago. It was an interesting day. Kind of just dropped in my lap. Freaky day really.

He has some truly impressive credentials mixed with his own mythology that gives him some impetus in certain circles. Extracting the fact from fiction gets a little tricky, so I don't know how much--if at all--I should mention of that here.

In some of those circles he's regarded as a fairly powerful mage. I did see him mesmerize and enthrall some fairly intelligent folk in ways that I wasn't, and that kind of blew me away. I'll blow my anonymity if I talk about that day too much, but for anyone interested in the psychology and "magick" of personal myth-making (no publicity is bad publicity says the black magician--just ask Aquino) then google Richard Alan Miller aka RAM.

I believe he's been "tinkered" with back in tha' day, think MK. He even claims something along those lines too. Certainly MRU has MK associations. Like I said though: There's some interesting and impressive fact with Miller, but it mixes with the outlandish and it's sometimes hard to find the line.

Gotta step out for a few, but I look forward to some discussion and more reading.

Excellent work here Gut. You obviously put in the hours and did your homework.
I don't really have much to add to the discussion, only that I remember hearing the explanation on why disks wobble and bob when seen in the skies. How they interfere with the Earth's electromagnetic field, and are akin to boats who cut their engines, and are floating and bobbing on a dicey ocean. The bobbing was because the magnetism of the earth varied from position to position due to the differing geology under the disk. Some of the best examples of his was the pre digital footage from the past. Much of this footage was dismissed as a cheap hoax because of the erratic movements of the disks, when it actually supported the electromagnetic hypothesis.

There's really no doubt that various agencies are experimenting with those things, Erno. It's documented, but not widely known or written about so far.

I totally agree that the research scientists are nowhere near the technology or capabilities that these sort of sightings seem to display.

Then again, the focus doesn't seem to be for exotic propulsion instances in these cases, but primarily for weaponization purposes/systems, and maybe for psychological operations, too, but that part is more murky whereas the weaponization aspect isn't.

Besides the EM engine shut-down technologies, it's actually the most clear-cut example of "reverse-engineering" of the UFO phenomenon that can be shown to exist.

Besides PSI-TECH, that cat was also on the NIDS team. Microwave specialist at Kirtland, eh? I've been meaning to dig deeper into him.

So many "beaming" and EM specialists surround the RV cadre and come up time and time and TIME again when delving into these subjects.

And we've noted the connections between the MK programs and the RV program.

The US military explored the idea of using holograms during the 1991 Gulf War to deceive the Iraqis, but did not pursue it for technical reasons. One idea was to project a hologram of Allah several hundred feet in size over Baghdad, but this would take a mirror in space more than a mile square, plus huge projectors and power sources. Additionally, there are strict Islamic proscriptions on the depiction of Allah.

However, the US military did not abandon the concept. “The Gulf War hologram story might be dismissed were it not the case that [the Post] has learned that a super secret program was established in 1994 to pursue the very technology for PSYOPS [psychological operations] application.

By taking just a 10-minute digital recording of Steiner's voice, scientist George Papcun is able, in near real time, to clone speech patterns and develop an accurate facsimile. Steiner was so impressed, he asked for a copy of the tape.



Steiner was hardly the first or last victim to be spoofed by Papcun's team members. To refine their method, they took various high quality recordings of generals and experimented with creating fake statements. One of the most memorable is Colin Powell stating "I am being treated well by my captors."

"They chose to have him say something he would never otherwise have said," chuckled one of Papcun's colleagues.

It's not like Dames to refuse to comment further when it comes to sensational information, ya' know? He couldn't be shut up on all those Art Bell episodes. Hmmmm. Why on that topic?

Of course he's not the first to suggest such technology, plus the RV'ers were classified human-use experimentation and were surrounded by laser experts (Puthoff, Targ)...

Were they tested and beamed to see if they picked up a coherent message?

That kind of technology has been sought (documented) by the military for years.

"Riot control." Yeah. Where? On who?

Eldon Byrd, and John Lilly, both apparently attempted to retain some control over their research so as to prevent WMDs (I guess they were okay with "nonlethal".) No such luck.

Looks like they might have done an "end-around run" on Byrd, and I think Lilly eventually gave up and just joined the borg.


By using very low frequency electromagnetic radiation-the waves way below radio frequencies on the electromagnetic spectrum-he found he could induce the brain to release behavior-regulating chemicals. "We could put animals into a stupor," he says, by hitting them with these frequencies. "we got chick brains-in vitro-to dump 80 percent of the natural opiods in their brains," Byrd says. He even ran a small project that used magnetic fields to cause certain brain cells in rats to release histamine. In humans, this would cause instant flulike symptoms and produce nausea. "These fields were extremely weak. They were undetectable," says Byrd. "The effects were nonlethal and reversible. You could disable a person temporarily," Byrd hypothesizes. "It [would have been] like a stun gun."

Byrd never tested any of his hardware in the field, and his program, scheduled for four years, apparently was closed down after two, he says. "The work was really outstanding," he grumbles. "We would have had a weapon in one year." Byrd says he was told his work would be unclassified, "unless it works." Because it worked, he suspects that the program "went black." Other scientists tell similar tales of research on electromagnetic radiation turning top secret once successful results were achieved. There are clues that such work is continuing. In 1995, the annual meeting of four-star U.S. Air Force generals-called -CORONA-reviewed more than 1,000 potential projects. One was called "Put the Enemy to Sleep/Keep the Enemy From Sleeping." It called for exploring "acoustics," "microwaves," and "brain-wave manipulation" to alter sleep patterns. It was one of only three projects approved for initial investigation."

This project appears to have been quite extensive and included (under U.S. Navy funding) studies demonstrating how to induce heart seizures, create leaks in the blood/brain barrier and production of auditory hallucinations. Despite attempts to render the Pandora program invisible to scrutiny, FOIA filings revealed memoranda of Richard Cesaro, Director of DARPA, which confirmed that the program's initial goal was to "discover whether a carefully controlled microwave signal could control the mind." Cesaro urged that these studies be made "for potential weapons applications."


Keep in mind y'all, that the majority of this information came out years ago before the heavy-duty "clamp-down" on these subjects was put into place. How far does technology advance over one, two, or three decades?
