And "stolen" is a tricky term. Were they "stolen" if they were sold or gifted by the CIA to the Libyan rebels and certain members of those rebel forces sold them for profit after the revolution?

It's kind of difficult to "steal" Us Military arms...How did the STA Missles get there...who were they given to?

They "fell into the wrong hands" is a better catch-all...
