That hole in the center looks photoshopped. I don't think it is a glowing ring or portal. More like a glowing ball with the center cut out of it.
Would be more credible if the object were in front of the moon or something so we can see if it were legit...or at least something emitting from the center of the hole. Just my two cents.
Conclusion: HOAX

The first section looks suspiciously like it was shot against a black background, implying deliberate deception using optical effects.
The same could be said for any effect being shot against a night sky...Here is a picture of the moon shot against a black background. Does that imply deception using optical effects to you. I am happy for peeps to debunk it but if you are please do it properly.
Actually, the Norway Spiral was a real event.
That is exactly what it was, says Jonathan McDowell, an astrophysicist at the Harvard-Smithsonian Center for Astrophysics in Cambridge, Massachusetts, and author of Jonathan's Space Report, a fortnightly email newsletter about space launches. "It's definitely a missile launch failure," he told New Scientist.

Just what defines this as a portal? Does anything come through it from another place?..no.
Its just something that looks like a ring.
It is easy to say it is not something... But have you got any idea what it is...
This video is a star test of a very bright star, Arcturus at around a magnification of 200x. A 6 mm eyepiece on a 1250mm focal length telescope yields that power.

Maybe something similar to this

I believe the portal is a bright Star possibly Sirius but there are several to chooses from , the black spot in the centre is an artifact of the camera .

I feel like Moulder; I want to believe. Yet nothing is compelling just more craptastic youtube videos begging for ad revenue.
I really cannot see much similar between the two..
Well, if I wasn't convinced before - I am convinced now.
You either have a 'debunking' agenda - or you're seriously close minded.
As are a few of our 'resisdent' 'debunkers'.
