I don't agree. I see one person who was able to hide among thousands. Including hundreds of homes.
One person who did no more harm, who didn't kill anyone, who caused no more mayhem...
His presence caused the shutdown of the whole of Boston. His presence interrupted the daily lives of thousands of Bostonians, brought a form of benign and mild martial law to the streets of Boston (and the Bostonians applaud it at the end), and you state he 'caused no more mayhem'! If that is not what you would call mayhem, I would hate to see that which you would call mayhem! If you can get people to fear for their lives or their safety, you have just seen how you can get them to accept elements of martial law and lock downs. A few more times, and people will come to accept it as a necessary inconvenience.
