I would be very surprised if HRT is not already on the scene, it’s a terrorism case so it has Federal jurisdiction at the very least one would expect HRT to be advising local SWAT.

Geez, If I was a resident I definitely would not want that Blackhawk in my neighborhood, flying over my house...especially with the earlier report over the scanner of a rocket.

Speculation here but this is what I think they are looking at. I think the police know the suspect is within the cordoned off area. The problem here is that he is probably holed up in a residence with hostages. Now the police have to essentially go door to door and clear these homes. The problem is you never know what you are walking into until the door is opened, very dangerous. They probably know they will have a hostage situation, why HRT may be on scene.
