If New York City Mayor Michael Bloomberg gets his way, stores won't be able to publicly display tobacco products and will have to keep cigarettes under the counter or behind curtains.
The legislation announced Monday is the latest public-health crackdown by the mayor, whose ban on super-sized sugary soft drinks was shot down by a judge last week.
The proposed law would "prohibit display of tobacco products" in most retail shops, Bloomberg said. "Such displays suggest smoking is a normal activity and invite young people to experiment with tobacco."

This has recently been adopted by some stores in the UK... now i'm not sure if it is some voluntary programme, but in short supermarkets now have a tobacco related items behind shutter doors at the counter where they sell ciggies, choccy bars and newspapers etc.
it's a pointless pain in the botty. besides this no other stores such as mini-marts and corner/convenience shops do the same.
i tend to ask for my rolling baccy, wait untill the poor and blameless staff member has closed the doors and relocked the cabinet, and then ask for my rolling papers. i may add a lighter for a third trip if i am feeling like a real troll, or change my mind and ask for different products.
sometimes i will politely ask them to tell me what brands they sell too, seeing as i cannot see what they are selling.
then when directed to the tarriff printed on a sheet of a4 and posted to the desk i tell them that the type is too small.
resistance may be futile, but when shops are being bloody awkward, it's fair game if you ask me
