Yeah, there is an issue with the many wallets they've found, isn't there? But as for burning or not burning, that's easy. Have you ever thrown a Sears catalog or something similar into a fire? The fire doesn't burn everything to soot. It frequently chars the outside of a stack of paper and leaves the inside intact, or nearly so. If there was a leather wallet protected by something like, I dunno, a body, it could have survived the fire well enough.
