Yes America helped Iran because it's part of the NPT. All the signers of the NPT are obligated to help one another to develop nuclear energy for peaceful purposes.

I don't know anyone personally that has a single doubt that Iran will use their nukes as soon as they have enough of them. But our leaders still think they can negotiate with mad men.
