I've never seen anyone claim it will render an aircraft invisible to radar if you shut off its transponder. Where did you read that?
From conspiracy theorist over the years. Here is another reference;
Claims by authorities that, once a hijacked aircraft’s transponders have been turned off, the plane becomes virtually invisible to radar,

Over the years, I have been hit with claims the transponders were tampered with in order to make the aircraft invisible, which was false.
Since any genuine air attack would not likely announce itself as such, NORAD radar has to be able to detect anything....
... But there’s nothing stealthy about an enormous Boeing passenger liner, whether its transponder is operating properly or not.
“That aircraft is represented on their radar scope from the time it takes off to the time it lands.
...shot down Even little puddle-jumpers out of our local airports. NORAD tracks all these aircraft. They have the world’s most sophisticated radar.”
That would only go to support the official explanation not the conspiracy theories I can't see why anyone would say that.

They have stated things that were just as absurd. Case in point:
ACARS CONFIRMED - 9/11 AIRCRAFT AIRBORNE LONG AFTER CRASH UNITED 175 IN THE VICINITY OF HARRISBURG AND PITTSBURGH, PA

I guess they were unaware that the 9/11 aircraft were tracked on radar, which confirmed their crash sites.

NORAD is not geared to track civilian aircraft within our borders.
