Really. I do not think there would be many people wandering about during an all out Nuclear Exchange. Fortunately the U.S. Military will soon have a fully operational Free Electron Laser System with over the horizon Satellite Target and Acquisition System.
This System will have the ability to vaporize targets at will in any number.
