This post of yours took me off on a totally different tangent of thought for some reason. Maybe I read a hint of this same thought in the previous pages and that's why its making me thing this now??? I'm not sure. But this thought popped into my head as I read your post, above.
What if this kid was set up to be part of a training exercise. Given a gun with blanks (in reference to the poster who noted that the only time these guns jammed for him were during training exercises with blanks), outfitted in camo and safety vests, etc. (from the evidence room), and told to shout "I'm the shooter! I'm the shooter!" as part of the training exercise for the teams? Maybe he thought he was an official part of an official training. What if it was an exercise gone wrong? or an exercise staged to cover another shooting (the two people shot and actually killed out of 60 rounds fired)?
I don't know....I'm just thinking about his fingerprints already being in the system with no criminal history. Was he related to or friends with anyone in law enforcement? Or did he at one time apply for a local law enforcement position...maybe even for a civilian job with a government office? I know that I have personally been involved in a situation where law enforcement used one of the children of the officers in order to stage a surprise exercise. Everyone was shocked as it unfolded and we didn't know it was staged until after the training was over. And we were just civilians...not law enforcement employees.
