The world will most certainly take notice when the rapture occurs. If the Statue of Liberty suddenly vanished from New York Harbor, ABC, NBC, CBS, and CNN would break from regular programming to cover this marvel. To have millions of people disappear without a trace, the media storm cannot be imagined.

Which still could have meant a local version, such as Peter, the other disciples, and the other people already directly associated with them. Verse 10 starts a new thought and does not connect to the mountains other than it is another occurrence of the number seven coming into play. The mountains are a geographical locator for the woman which also identifies her nature and her political sway over the world through the empire structure.
Take a look at Revelation 17:9-11
9 “Here is the mind which has wisdom: The seven heads are seven mountains on which the woman sits. 10 There are also seven kings. Five have fallen, one is, and the other has not yet come. And when he comes, he must continue a short time. 11 The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition.
No, Jesus said He would build His church (Ekklesia). That's future tense.

The heads are individual persons who rule politically with the theme that killing one does not end the system, just as killing one form of the beast does not end the beast system.

In apocalyptic writing/visions mountains are symbolic of nations/kingdoms. See Nebchanezzar's dream in the book of Daniel.
