Tomas Miguel Azevedo was booked into jail on one count of mayhem, a sheriff's spokesman said. The fight took place at about 11:20 p.m. Tuesday at a home in the 9000 block of Lamar Street in Spring Valley, the spokesman said. According to witnesses, Azevedo and his cousin had been drinking and arguing all day. The argument finally turned violent, and Azevedo bit off the tip of his cousin's nosed.

If you look in that thread you will also notice that the number of incidents is steadily increasing every month.
I can't find raw statistics ANYWHERE on how often this normally happens so it's hard to compare it to what's deemed "normal" though i don't need those for myself.
The increasing trend in number of cases is enough confirmation for me to think something isn't going how it's supposed to be.
