It is the body behind it that counts. Your surfing waves - and there are much bigger surfs that that as you will know - do not carry a massive body of water behind them and thus break and dissipate relative quickly.
Tsunami waves keep on going because of the mass behind them. It is not just the curly bit on the top it is the whole swell.
