In a 1998 episode of The X-Files titled "Drive", Agent Mulder speculates that extremely low frequency (ELF) radio waves "may be behind the so-called Taos Hum".[20]

It's just the original Kiev soundtrack overlayed on to whatever that video is. Listen closely.

I live in Alberta, where there are over 167000 wells where fracking has been used. I have never once heard a sound like that (nor have I felt an earthquake). So I kinda doubt that sound is from fracking.

I have heard these same exact noises...about 3am to 5am
I specifically remember being like WTF is that so I look outside nothing...then I run downstairs to see if maybe there is construction on the St but then I very specifically heard it from the sky...

I just recorded both of them to look into this. I don't think it is.
This is how most of the sounds on the Kiev video look like:
And this is the audio from the Alberta video. Note how they seem to fade more:
The only ones from the entire Kiev video that fade similar are towards the end, and are completely different sounds.
If someone wants to state exactly what second on the Kiev video the Alberta sounds come from, I will give it a listen.
