The US and Australian elections have been mentioned, but Indonesia also goes to the polls on Sept. 20. I don't doubt that it was targeted at
Australia, but the upcoming election doesn't necessarily have anything to do with it. If it was intended to influence it, then it was a serious
miscalculation, and a gross act of stupidity among other things.

The Howard government has always had strained relations with Indonesia. Howard and his ministers have generally been disdainful and tactless, and the
Indonesians have tended to back off. The East Timor intervention didn't go down well, at least with the likes of Jemaah Islamiyah. The entire Asian
region probably wants Howard out (except China, maybe).
