I think someone is pulling our legs....(so to speak)...it looks to me like a drawing by an artist....and somehow the drawing got incorporated into the photo of the balcony.

you can see on one of the enlarged pic's posted the bicycle tyre goes between it's leg's, so i'd guess it's just an elaborate bike stand.
