can some please explain this picture to me? hoax? statue? or an alien?

if you open google streetview and paste this address look on the balcony next to the bike you will see a blurred figure. 8 Rue Docteur Grandjean 54000 Nancy, Meurthe-et-Moselle, Lorraine, France
i managed to find a unblurred version of the figure after some digging around and have uploaded it to my flickr account and will post the link below (sorry im stupid and kinda new and don't know how to upload the picture directly to the thread), can someone debunk it for me? i suspect it must be some sort of prank pulled on the google streetview car or someone has shopped it but im just curious
