The source of all this BS does not state that it was Obama's idea, just that it was an expectation from Japanese people and the Japanese government did not want it.

Did you actually read the cable? I did, and you know what? Nowhere in the cable is it said, hinted at, intimated, telepathically placed in anyone's mind, smoke-signaled or anything else that President Obama suggested apologizing.

The Ambassador conveyed an TOKYO 00002033 003.2 OF 003 informal invitation for the new Prime Minister to attend the Pittsburgh Summit, adding that an official invitation will follow once the Prime Minister is elected.
The only people who seemed to be suggesting it were the public and "Anti-nuclear groups".

White House spokesman Tommy Vietor says that while the administration does not comment on leaked cables, "there was never any plan for the president to apologize. The President's visit speaks for itself."
The cable does not state that the idea was from the U.S. Rather, Roos writes that Yabunaka thought that following President Obama’s call earlier that year for a world free of nuclear weapons, anti-nuclear groups would speculate as to whether he would visit Hiroshima.
Yabunaka recommended that President Obama’s November 2009 visit be focused mostly in Tokyo.

It seems to me that this cable actually would prove the opposite of what the OP claims.
Obama had no intention to apologize.
Japan had to put the people in check so that they did not expect one.
