Police Officer tasers a mentally handicapped man who is complying!

it looks to me that the "suspect" was compliant all the way through. perhaps he reminded the officer of someone who took his lunch money when he was in school so it was revenge to him, hence the second tazer shot these cops only have to get hit with it one time for five seconds in there training and thats it. This makes them cautious for a bit but after a while they go to abusing others with it. Maybe they need to start tazing them in the ballsack in training maybe itll stick with them a little longer. As for the old hag coming up at the end its funny she is tellin off the guy with the camera for not minding his own buisness when exactly what is she doing?
Last observation. I love how the camera man goes from "oh yeah I hope he tazes him" to "I know this guy hes mentally handicapped and that was wrong" sounds to me like he cant make up his mind or is trying to play both sides of the coin here.
