That's the essence of Capitalism. Find a need, and meet it. The consequences are completely irrelevant.
Krugman is lamenting the fact that the earthquake didn't create more needs, which the victims of the earthquake would then pay someone else to fill,
thus stimulating the American economy, which is based on cyclical consumption.
Sure, Krugman might well be a psychopath; but Capitalism itself is inherently psychopathic. It rewards and incentivises psychopathic behaviour,
because it thrives on both competition, and the creation of problems which people are willing to pay money to solve. If there are no problems, a
Capitalist economy can't exist.
