I can tell you what it is caused by, It is caused by manipulation of the video.
If you are truly saying that you recorded this then you are also admitting that you modified the video.
I can promise you it is modified, whether it be in adobe after effects or not.

Fake. Notice the cloud in question is below the stationary ones above it and how it's radical transformation doesn't effect anything around it. You would thing the force that might cause something like would also have some impact on the surrounding environment.

There are no stationary clouds. Load the entire video, let it buffer all the way, now move the slider back and forth and you will see all the clouds are moving.
