Whoever build this had at least access to somehow advanced technics. Of cause you don't need some cool lasers to build these tunnels but a simple woodpiece wan't be enough. So I guess we can assume that humankind (or some others?) had at least access to some advancd knowledge.
I'm not sure if open fire is really such a bad idea in these tunnels. If they had fresh air venting through these tunnels it may be possible. But I've also remember a science report talking about a mirror system used to bring light in underground rooms. Maybe this is a possibility here too if the were able to produce some reflective materials. Just reflect the sun into the tunnels and you'll have light to work there.
