First of all where are you getting the idea that there will be no other input? Second of all Congress can delegate their authority to whomever they want per the Constitution. Thirdly this is just part of the Congressional body that is tasked to come up with something solid, which will be debated on.
How do you think certain bills arrive in Congress. They are written by small groups and rarely if ever as a group effort. Then it is looked over and debated and modified as necessary. This will be no different.
