Hmm looks really like UFO. It's not a bug of any kind, because this camera don't have any lights. If lights would be close to camera, they would have to be directed upward. I have just spent some time looking over the clip with one of my co-workers, and he is convinced it is a bug. Looking at it, I want to agree with him. He has been on the building and though there is no lighting for camera, there are lights in various places on the building, not to mention you cannot rule out someone being on the building with a light of some sort.
