There is about the same number of cities, towns, etc. So that's about 1 military person for each one. I don't suspect the authorities are preparing for any "SHTF", being that they would need a few more men...and women...
And here I thought it was the National Guard that helps during disasters. If a actual military branch i.e Army or Marines are being put into place to control the citizens then we all know it's because of a economic collapse. I read this back in 2008 and part of the order of operation is to kill looters on sight. What better way to do that then with a military who's people joined the forces just for killing. They don't care if it will be on American soil or not, long as they get to kill someone.
