No, you're missing my point.
The highway itself isn't all that big or busy like major highways (especially like in the US).
On top of this, BC has a huge forestry sector. On any paved road in BC, you will find lots of dirt roads that basically traverse the entire province. If you grew up in a rural location, then chances are that you know these backroads very well, including any trails, lakes, pits, dumping grounds, or whatever.
What I'm getting at is that if you're a serial killer who knows the backroads of BC, then you are so ahead of the cops that you'll probably never get caught (unless you mess up).
These backroads are also popular with organized crime since you can hide a body out in the boonies and nobody will ever find it.
The highway of tears itself is basically the ideal location for hitchhikers to 'disappear'... It's a sad reality. I cannot think of a worse ending to a girl's life than to be raped, killed and buried by some sick bastard in the bush, but it happens. In April, police circulated a composite drawing of a man— white, with long white hair, in his sixties or seventies—who attempted to kidnap a 20-year-old Kamloops woman on a road that leads to Highway 97, one of the three highways in question. He had flagged her down on the side of the road in a Dodge pickup truck with its flashing emergency lights on. When she got close to him, he tried to force her into the truck, but she escaped and called the police.

lets not forget the wildlife of the area helping to remove any trace of the victim.
