No, Jose Escamilla is a known hoaxer, so the skeptics only laugh when you try to use anything he says as evidence. H'es done some really crazy sh...I mean stuff, like processed pictures of the moon through photoshop so the craters looked different, then claimed the craters were flying saucers. What does he mean helicopters are constantly moving, I see both helicopters and planes appear to hover all the time. The helicopters actually do, the planes only appear to hover.

It's unlikely enough to where I'd be tempted to use the word impossible. Sprites are real but I doubt they explain many UFO sightings, unless the footage is from the space station perhaps, and even then it's just a brief flash.

I've seen that "electrical" shape before, it's probably from contamination on the lens (or the glass cover over the lens if it has one) like dust, combined with the use of high magnification of a light at night, which is perfectly consistent with a security camera. Probably any light they aim the camera at and zoom in that much will have that "electrical" appearance, it doesn't mean it's electrical, it means they need to clean the lens. Look at this example:
Maybe some other electrical discharge of some sort? I really don't know. It's like nothing I've ever seen.
