It is the difference between measuring "committment/enthusiasm" by supporters and actual "number" of supporters.
Put it this way, in real elections you may only vote once.

I don't understand that train of thought honestly. Also the term "scientific and non-scientific polls" are misleading because that implies that the scientific ones are:
1) void of flaws
2) somehow related to the scientific method (it's not)
3) are accurate indicators (they CAN be, but shouldn't be assumed to be).

The less than scientific polls "intent" is to measure support by volume, not enthusiasm.

I posted on the last page concerning this. Nothing prevents Mitt Romney supporters from doing the same thing, but if all of the respondants originated from the "ElectMittRomney.com" domain at Romeny got 80% of the poll vote, the poll admins would be forced to question if the poll was valid enough to cite on air.
The RonPaul website had links to the poll and encouraged folks to vote repeatedly. See my post on the last page.
