Someone gave me these numbers - said it was the truth about planet earth.

This is my first post to ATS. I felt I had to speak.

I think the numbers 6 and 9 was number 69 on the first line and there is a digit for R is missing there. Also, the number 198 in the third word of second line should be 108 and the number 27 in the last word of second line should be 21. These typos make me believe it's not your handwriting.

What does it mean anyway?

It would read WORLD instead of WORRD.
As in "world of resources", which fits the supposed theme "truth about planet earth".

Seriously though, you don't know anything about these numbers? Why would you even bring it up? I would have trashed them. It could be the ratio of hamburgers to hot dogs produced. It could be the combination to your junior high locker. It could be the size of male genitalia for all the carnivores on the planet. Personally I wish it was the dollar amounts deposited in my bank account yesterday.

The OP is not coming on ranting about, and promoting drugs ...
A large portion of the population, if not the majority, have likely 'dabbled' with something, at least at some point in life .. to show ignorance, that these things exist in the world, to the point where it is a taboo to mention, that you, at one point in life, took it, when you feel that detail relates to the story at hand .. on a site that claims to deny ignorance, would be ironic if not hypocritical ...

If OP was coming on promoting them .. or his story was centred around them .. i would agree ...

He didnt even need to 'mention', in this instance he had taken them .. and his story may even have carried more weight with some ... but the fact he threw this info in .. kinda adds wore weight to his story for me ... lies tend to lack semi-relevant detail such as that ... not to say the whole things not fabricated tho ..

We can even accept world leaders, and politicians, have 'dabbled' ,, but shhhh .. we must pretend it doesnt exist on ats ... never say the word .. we miust deny ignorance .. except when it comes to these things ..

I guess, going by that same way of thinking ... if ever theres a conspiracy, extremely worthy of ATS exposure, but has drugs connected in any way (tho i assume many of the stories of corruption that do the rounds in ATS likely are connected to these illegal activities in some way) ... then it will be unlikely to be allowed to appear on ATS ...

IP numbers?

When you're decoding encryption you need to note more than the range which is from 6 to 207.
You also need to note that the sequence 60 48 81 114 - 27 114 is found in all 5 pairs
and sequence 60 48 81 114 - 27 114 - 126 90 60 - 6 - 207 is found in 2 pairs
Also, the digits are in single, double and triple groupings within each pair.

Next, you need to look for anything that looks like a date. Dates contain digits 1 to 12 for months and 1900s to 2000s for relevant years. I don't see any pairings like that.

They aren't combinations to a lock.

Now notice that the dashes are not even in 2 unmatched sequences.

Finally, there is your story. An unknown person slips this encryption into your pocket without your knowledge probably knowing that you couldn't decode the message.

Several of the numbers are reversals of each other which means that there is no logical pattern and it isn't an encryption of a language. 18 --> 81 45 --> 54. People do that when they are making up sequences for passwords.

I say the entire message is either nonsense or they are passwords.

Wow I thought this site was to deny ignorance? I can understand the pdophile part and the money making schemes but mind altering drugs? I believe without those most people in the 60's wouldnt be asking questions and there would be no good music.

These terrorists are a sneaky lot when it comes to communications, for example;
Some used webmail services and saved messages as drafts and then shared their logins with their co-conspirators.

Or bin Laden, he used to send out his emails by typing them on his computer and saving them on a flashdrive, which would be taken by a courier to a distant Internet cafe where the emails were sent.

Sending coded messages in plain sight on a public forum is a definite possibility, no?
