Yes the comet is real.
No, the Earth will not pass through the tail of the comet.
The "debris" that makes up the tail of a comet is largely water vapour. (Two NASA probes and a Japanese one have passed through the tail of comets, one probe was collided with the head of the comet just to see what its composition was. They have sampled the contents of the tails and have also performed spectroscopic analyses: they are largely water vapour with a little liquid CO2 and liquid carbon monoxide).
The author of the article (Dr Voytek) is well aware of the best data that we have on the composition of the coma (tail) of all comets that we have either sent probes through, or measured externally.
The effect of the Earth going through the tail of the comet would be similar to passing your hand through some steam.
Earth = very big & heavy (planet sized).

Seth Shostak is the individual who heads up the SETI program. He is a believer in life out there, but a vocal opponent against the notion of life ever making it here.
