They did this in Michigan years ago but they didn't specify the number of kids. It was simple; if your'e on welfare and you pop another one out, you don't get additional funds, regardless of how many you currently have.

I am glad this point was brought up because it really proves my orginal point is that is unfair to do this. When I said everyone should be tested everywhere of course I was making an absurd overexgeration.
