Common sense dictates that the US military have had a presence in space (beyond the shuttles range) for over 40 years. Either that or the US military is watching from Earth as the Russians and Chinese buzz around the US satellites . . . . . not a chance!!!!!!!!!!!!! So given this time frame, the increasing commercialisation of space (virgin space trips) and the activities of russia,india and china we have clearly come to the end of the US military having complete freedom up there. It's now time to open up space to commerce which means including any non earth based customers .
I suspect some large US miltary friendly industry will mysteriously expand is public commercial arm to include a space venture. That allows the US economy to benefit from US military space expertise.
