When's the last time you've heard of someone getting wacked by the government and then left to rot in a dump? You and others have nothing but speculation, something governments will make sure never reaches the public, getting rid of bodies properly and leaving nothing to chance is part of that.

You're talking about two levels of protection when you talk about "bodyguarding": (a) protection from random nuts which is always going to take 3-5 guys, (b) protection from targeted kidnappings and assassinations in which case you're looking at 5-to-30 man protective details.
If every retired civil servant who had TS or TS/SA clearance had 5-to-30 man protective details you'd need about a million armed guards employed by the USG just to guard their retirees.
The absolutely most protection he might have received is a reimbursed home security system; a deluxe model with private patrol/armed response. And I'd be really shocked at that.
But, set that all aside for a moment. Most importantly: someone under protection doesn't take the subway!
