thanks for posting, and yeah it looks like a cottony bug, secreting or accumulating fuzziness for either protection or beautification process!

I have also seen those bugs in Mexico, they are weird indeed!

The above poster seems to have hit the spot! they do look like that! great find!

This is the worst outbreak of " The Emporers New Clothes" syndrome that I have ever seen . Come on people , there is nothing that shows any kind of insect in all three pic's.

The last two pics are of somebody's neck . Around the neck is a blue string with either a silver charm or metal bead attatched to it and since OP states that all three pics are of the same thing , one can only assume the same answer for the first pic .

Why post pics of "a silver charm or metal bead" and call it an insect.

I can come up with several more spectacular ways of getting attention on ATS' crypto-mb-forum.
Maybe I'm credulous in this case because I'm a bad photographer myself but I choose to believe the OP.

Based on what evidence do you believe the OP ? They are three very bad photographs of somebody's neck . Get real .

Did it look like this? immature leaf hopper

I've seen something like what you are describing, but I'm not quite sure what it was either. It could be a mealy bug or a baby bug of some sort. A lot of juvenile bugs are fuzzy looking.

It was a cheap phone camera that doesn't have enough zoom of focus for real small objects... I'll try to take my Nikkon next time lad...

You have more chance finding a piece of concrete with a scribble on it then trying to find info on some blurred pictures.

What a waste of time.

Read the whole post, phone camera + real small insect = blurry picture. It's a normal regular cotton insect.
