A bomb "threat" does not mean there is necessarily a bomb. There might not be anything at all.

Either it's insiders or it's outsiders testing security.

If it does turn out to be something then that's another matter. All of this topnotch security that makes people strip for strangers really pays off, doesn't it?? I'm so glad I don't fly.

This could definitely be a dry run considering the fake device on the toner cartridge. As the picture below shows, the device was homemade and intended to cause concern. The device looks like someone mounted the inside of a cell phone to the cartridge.

They just said in the CNN Live Broadcast that some of the packages did in fact "intend to do harm". But they can't say just yet (according to broadcast) how the packages are tied to a wider plot.

Does that mean they were actual bombs or just props to instill fear?

UPDATE: Sounds like they were in fact bombs in packages about the size of a shoebox.
