I think if one of the Army's spear head divisions were being prepared for deployment against US citizens, on US soil, it would be big enough news.
Furthermore, a "QRF" or Quick Reaction Force is a force-management tactic designed to back up already deployed soldiers on patrol or on perimeter. The idea behind it is to give quick reinforcement to the soldiers and areas in need at any particular moment. It allows a force to do more with less and is used in conjunction with other forces. A "QRF" would not be established to solely suppress civil uprising, as the term would imply.
