Actually yes. Only 22 people have been killed by Qassam rockets in 10 years. Although thousands have been fired. Most have no real explosive capability.

They are essentially big flares to draw the worlds attention.

Even an old Seacat or Targer would do more damage.

There has been so many sources posted here that I can't remember now where I heard or read that the Israelis are planning "hurdles" to the RC: ships to block her journey to Gaza. If true the irony has racheted up a few notches.
