I can imagine they could be remote controlled model aircraft - or some type of UAV.
My best guess from the footage provided is high end kites with illuminated points for control reference.

Bravo! I like the bat explanation better than my kite idea and yours requires no conspiracy. Funny, I see bats all the time when I go on night walks/hikes and I didn't even think of that.

Yupp...the pattern of the bats match more...
But since I believe the "bats" are on a higher altitude I have a hard time believing those objects to be bats. They hunt along ground level. And a few hundred feet up.
On that clip they are hunting along the water level, and you can barely see some of them since they are a bit furter away, so if they were on that high altitude I wonder if we would see them at all. Not sure really.
Doesn't their "radar" becoming rather unnecessary that high up in the air?
