You're not saying here that the tape was destroyed by some unthinking incompetent beaurocrat. You're not saying it was destroyed by idiotic controlelr's union rules. You're saying it was destoyed by a conscious decision to conceal information from others, with this almost certainly being the action of an organized group rather than an individual. I don't recall whether you mentioned what the information being destroyed was, specifically, but it's clear you believe the information inpugns someone who has the authority to order such a coverup.

Is this or is this not a statement that presents accusations of a conspiracy?
